I am Jacqueline Riley, the Program Coordinator for Child Care Aware of West Central Arkansas at the Pine Bluff Satellite office.  I have been with Child Care Aware Resource and Referral  for the  past 9 years of which 5 has been with West Central Arkansas.  I provide various professional development trainings in the surrounding areas and enjoy meeting the different people.  I also work closely with the foster parents in the area.  In addition, I am a Car Seat Technician who provide car seat installations for new moms.

I am the proud mother of one son, Jerence and the proudest grandmother of 3 grandchildren Za’Niyah, Zaria, and Jayce.  In my spare time, I love to create.

My name Donny and I am married to a preschool teacher named Jessie. We have a 15 year old son, TJ, who loves football and music and a 9 year old daughter, Emma, who loves keeping us on our toes. I am currently the Program Assistant and Data Specialist for Child Care Aware of West Central Arkansas for 5 years now and I absolutely love it. It’s so much fun being in a position that relates to what my wife does and gives us plenty to talk about. Prior to Child Care Aware, I was a Telecommunications Specialist in the Air Force for 10 years and then moved to the HR Manager until I retired. For fun, I just enjoy spending time with my family. We try to get outdoors as much as possible and love geocaching and playing Pokémon Go with the kids.

Meet Sarah Perry, a dedicated professional with a passion for early childhood development. With over 15 years of experience in the field, Sarah’s journey began after graduating from Pine Bluff High School in 2002. She continued her education at the University of Arkansas at Pine Bluff, earning a B.S. in Human Development and Family Studies in 2008. Driven by her commitment to enriching young lives, Sarah pursued a Master’s degree in Early Childhood Services from Arkansas State University, completing her studies in 2019.

Sarah’s dedication to early childhood development is exemplified by her role as the Director of the SEARK Early Childhood Development Center. Her leadership and expertise have created a nurturing environment where young minds can flourish. Beyond her professional accomplishments, Sarah finds fulfillment in her personal life. Married for 18 years, she cherishes the joys and challenges of motherhood as she raises 2 wonderful children.

As Sarah Perry continues to shape the future through her work and family life, her unwavering dedication to the well-being and growth of young children remains an inspiration to all.

Marguerite Flanigan

From an early age, Mrs. Flannigan has been passionate about education and about mentoring the next generation. She received a Bachelor of Arts Degree, with honors, in Business Administration/Accounting, with an emphasis in Education from Southern Arkansas University in 2005 and a Masters of Arts in Teaching, with honors, in Business Education and Special Education, from Southern Arkansas University in 2007. In 2010, she received a Masters of Arts in Education, in Early Childhood and Curriculum Instruction, from The University of Arkansas at Pine Bluff.

In 2006, she became the Business Technology teacher for the Jefferson Area Vocational Center at the Arkansas River Education Service Cooperative (ARESC). In 2008, she joined the Home Instruction for Parents of Preschool Youngsters (HIPPY) Program. In 2010, she was promoted to Program Coordinator of the HIPPY Program, the position in which she currently serves. This program is the largest HIPPY Program in the state of Arkansas. It serves 1,035 children across 15 counties.

Mrs. Flannigan loves to help people, and she loves her community. Her favorite quote, one that she lives by, is “When you learn, teach. When you get, give.” by Maya Angelou.

Tumiga Rochell Livingston, resident of Pine Bluff, Arkansas, grew up east of Winchester, AR where going fishing with her grandparents and making mud pies was the ideal thing to do. At an early age, Tumiga developed a love for cooking home cooked meals and desserts as well as gardening. Living in the country allowed her to start driving at an early age. Her educational journey began at home and at B. C Prewitt Elementary School in Tillar, AR. She attended B. C. Prewitt until the school closed and transferred to Reed Elementary School in Dumas, AR in the 6th grade. Tumiga received her diploma in 1993 as a graduate of the Dumas Bobcats. Her undergraduate degree at The University of Arkansas at Pine Bluff Home of the Golden Lions is in Child and Family Development. She received her Master’s degree at UAPB in Early Childhood P-4. She attended The University of Arkansas at Monticello for Special Education and received her Special Education Instructional Specialist P-4 Certification. She further studies at Arkansas State University in Jonesboro, AR.

Tumiga has served in countless organizations, including The U.S. Naval Black History Committee in Sasebo, Japan, Kappa Delta Pi International Honor Society in Education, 4-H Volunteer, Arkansas Children’s Week Planning Committee, ARESC EC Interview Panel, the STAND Foundation, Inc., and Pine Bluff Early Childhood Association Graphic Designer/Editor. She is highly qualified as an Early Childhood Special Education Teacher at Arkansas River Education Service Cooperative (ARESC) for the last 12 years helping preschoolers ages 3-5 with special education early intervention services. Specializing in children, Tumiga uses that experience to provide memorable loving and fun educational and recreational opportunities with creative techniques.

Tumiga is the first child of three, the mother of three sons, the proud GlamMa of five grandchildren and G-Mama of one God-daughter. She can be found spending time with family, attending church, completing mission work, creating flyers, invitations and obituaries, taking pictures, crafting, traveling, decorating, watching football (Baltimore Ravens & New Orleans Saints), being a passenger on a motorcycle, listening to live bands, carpentry work, and driving muscle cars. Sitting on the beach or sitting on the deck on a cruise is where she finds peace.

Most importantly, she serves Christ through her membership at her former churches (St. Peter’s Rock, Dumas & Old Morning Star, Pine Bluff) as well as her current church St. Paul Missionary Baptist Church where she has served as Youth Director, Youth/Adult Sunday School Teacher, General Sunday School Assistant Superintendent, Member of the Chancel Choir, Member of the Drama Ministry, Senior Day Chair, Vacation Bible Study Committee, Mission Secretary and Secretary/Van Driver for the Consolidated St. Marion Baptist District Association Youth Department.
